Not bamboo. Bamboo is a grass and doesn't produce flowers like that. Looks to me like some type of ginger, possibly a Heliconia.

The flower belongs to the large leaves on the left and is a Canna. Lucifer is a cultivar with similar colouring. The bamboo-like stems could be old flowering stems of the Canna but, although I have never seen them in that state, I'm not convinced. Alternatively there is a second plant growing in the same spot, Equisetum hyemale.

Ah, yes!! Canna makes much more sense than does the ginger (was not happy with the flower shape for ginger). And the leaves are dead on!

I'd also lean heavily towards the equisetum for the tall, jointed stems that were mistaken for bamboo.

The vertical, banded looking stems shown are like those of scouring rush. Apparently many think just about any plant with segmented stems is a bamboo, here in my area I have heard both the rush as well as the larger growing, weedy species of knotweeds called "bamboo". One time I even drove to a Bamboo Lane I saw on a map to see if there was a significant bamboo grove there and it turned out to be a patch of knotweed.
